Commissioner Fitz Bailey, O.D. MSc.
Fitz Albert Bailey is a Jamaican native appointed acting Commissioner of the Royal Turks and Caicos Islands Police Force on November 22nd, 2024.
With over 40 years of policing experience focusing on crime reduction, organizational modernization, and strategic leadership, Mr. Bailey holds expertise in counterterrorism, organized crime, financial fraud, and community-based policing initiatives.
Mr. Bailey has a proven record of crime disruption and operational reforms across multiple police divisions and created the Jamaica Constabulary Force’s Case Management System.
Having held the portfolio of Deputy Commissioner of Police—Crime and Security within the Jamaica Constabulary Force (March 2018—September 2024), Mr. Bailey oversaw critical units, including Counterterrorism, Security, Intelligence, and Criminal Investigation.
His modernization efforts for criminal investigations and case management systems successfully disrupted organized crime and gang networks.
As Assistant Commissioner of Police, Area 2 (November 2016 – 2017), Mr. Bailey supervised three divisions (St Ann, St Mary, and Portland) and improved accountability measures. He also initiated community programs such as Operation Hope, which targeted youth and vulnerable groups.
Some of his major successes include:
- Reduced major crimes by 66%, including a 45% drop in murders.
- Engaged social organizations to enhance community safety.
- Established specialized units like the Electronic Crime Unit and Financial Crimes Unit.
